Bolivian Sunflower is a sprawling fast growing leafy shrub rated up to about 12 feet and is perennial in zones 9 and 10.  Takes to pruning after blooming so you can maintain at most any height

Any plain sandy soil is fine.  A bright sunny location shows off the fragrant honey-scented flowers best.  Bees and butterflies love these daisy-like blooms and you will too
